Director of Information Technology

The Urban League of Metropolitan St. Louis is seeking a Director of Information Technology to lead the technical design, planning, implementation, and the highest level of performance tuning and recovery procedures for mission critical enterprise systems.

The Director serves as a technical expert in the area of system administration and recommends the redesign and configuration of operating systems and system applications. Investigates and analyzes the feasibility of system requirements and develops system specifications.

Identifies methods and solutions to strategically leverage technology and processes protecting the confidentiality, integrity, and availability of information assets for all users. Provide the most efficient support for current and future information technology needs.

  1. Monitor system performance, configuration, maintenance and repair. Ensures that records of system downtime and equipment inventory are properly maintained. Applies revisions to host system firmware and software. Works with vendors to assist support activities.
  2. Analyze and design specific systems and databases to meet requirements and develop corresponding databases, programs and schedules and work plans to complete projects.
  3. Develops new system and application implementation plans, custom scripts and testing procedures to ensure operational reliability.
  4. Manage activities of the IT staff, including hiring, training, evaluation, and the recommendation of disciplinary action as needed. Develop the IT staff to meet the changing needs of users, offices, new projects and technologies.
  5. Provide expertise and support during systems upgrades, installations, conversions, and file maintenance. Prepare, document, and integrate updates, modifications, and corrections into existing programs.
  6. Performs troubleshooting and leads problem-solving efforts in collaboration with outside vendors, supporters, and/or organizations.
  7. Develop ongoing training to help respond to user questions on existing programs and resolve user identified problems or bottlenecks with specific programs.
  8. Establishes, maintains and manages users Unix accounts. Installs, modifies and maintains systems and utility software on server computer systems. Provides server support related to other software.
  9. Creates guidelines and methods for the installation and management of the host computer operating systems and host-based applications
  10. Develop and implement all IT policies and procedures, including those for architecture security, disaster recovery, standards, purchasing and service provision.
  11. Develops procedures, programs and documentation for backup and restoration of host operating systems and host-based applications.
  12. Develops and coordinates project directions and schedules to maximize benefits and minimize impacts on the customer organizations. Provides leadership in planning and implementation of projects for computer operations and enterprise systems administration.
  13. Manages the data center and computer host systems including hardware, software and equipment such as finance systems, human resource management system, telephone system, program computer labs, and fire protection systems.
  14. Oversee provision of end-user services, including help desk and technical support services.
  15. Recommend and implement adequate PC and network software security and virus detection and prevention software and procedures.
  16. Manage financial aspects of the IT department, including purchasing, budgeting, and budget review. Negotiate and administer vendor outsourcer and consultant contracts and service agreements.
  17. Lead the evaluation, deployment and management of current and future technologies including the development and implementation of capabilities that directly support a cloud migration strategy.
  18. Stay abreast of technological advances and continuously research better ways to accomplish tasks and integrate new security technologies.
  19. Ability to travel locally between agency sites.

The above knowledge and abilities are typically acquired through a combination of education and experience. Requires a bachelor's degree with an emphasis in MIS, Computer Science or other computer/business related discipline. An advanced degree is preferred. A minimum of 8 years of experience in IT infrastructure including organizational leadership and experience in the implementation and integration of complex, multi-year, and multi-phase projects. Solid experience in the evaluation of systems and applications technical requirements, planning implementing and supporting critical systems and applications.

Ability to work collaboratively and manage relationships across multiple areas of the organization and executive stakeholders. A broad knowledge of current and emerging information technology industry trends and directions including common information security management frameworks is required.
