Human Resources Specialist

The Urban League of Metropolitan St. Louis is seeking a qualified individual to fill the Human Resources Specialist position. Under the direction of the Vice President of Human Resources, this position has the overall responsibility of providing HR support in the areas of recruiting, interviewing, selecting, hiring, and staffing for the Head Start/Early Head Start program.   

The HR Specialist will:  

  1. Manage the recruitment lifecycle; to include sourcing and job post maintenance, recruiting, interviewing, and assistance with the selection of candidates.   
  2. Conduct high-quality searches, phone screens, and interviews with applicants to obtain work history, education, knowledge, skills, and abilities via phone, virtual and/or in-person interviews.   
  3. Work closely with the Vice President of Head Start/Early Head Start and Assistant Directors to identify sources to grow applicant pipelines to support the program. 
  4. Conduct orientation and navigate onboarding activities for new hires. 
  5. Attend networking events and career fairs as needed.  
  6. Network with potential candidates utilizing the latest social media platforms. 
  7. Provide information on the organization, program, and job opportunities to candidates. 
  8. Conduct background and reference checks on candidates. 
  9. Communicate with applicants to notify of employment consideration. 
  10. Implement recruiting efficiency and recruiting quality improvements through new sourcing strategies and recruiting approaches. 
  11. Monitors recruitment and retention strategies for the program. 
  12. Prepares reports, written correspondence, and other documents. 
  13. Compile and maintain personnel records for employees in compliance with applicable laws. 
  14. In concert with the Vice President of Human Resources, provide insightful, confidential, and business focused guidance to the team.  
  15. Keep supervisor informed of day to day operations and questions regarding payroll, personnel or benefit questions.  
  16. Perform additional duties as assigned by the Vice President of Human Resources.  

 The above knowledge and abilities are typically acquired through a combination of education and experience.  A bachelor's degree in human resources or related field is preferred.  

The ideal candidate must have thorough knowledge of employment laws, personnel policies and procedures to ensure compliance with such laws.  Possess a high degree of interpersonal skills, both verbal and written, to communicate policies and procedures effectively with employees. Considerable knowledge of interviewing techniques and experience in multi-source recruiting and Applicant Tracking Systems is strongly preferred.   

Must be a self-directed, self-motivated, and results-oriented individual with a commitment to a culture of performance where excellence is required under minimal supervision. Demonstrated ability to manage time and meet deadlines with both organization and planning skills with attention to details.  Current and former Head Start/Early Head Start parents will receive preference for employment vacancies for which they are qualified.
