The Volunteer and In-kind Services Coordinator monitors the comprehensive system of non-federal share to insure that the Head Start/Early Head Start program achieves and maintains full compliance in meeting the annual non-Federal share match in accordance with Federal regulations. This position will organize and implement an active volunteer program to engage Head Start/Early Head Start parents, community volunteers, and corporate donors providing a method to support the program in generating the in-kind match and distributing goods to support the needs of children and families served by the program. The Volunteer and In-kind Services Coordinator will manage the recruitment, placement, and recognition of volunteers to support the Head Start/Early Head Start program. The Coordinator is responsible for developing a wish list of needed items and subsequently securing in-kind donations from individuals, groups, and corporate donors and distributing them throughout the program. The Coordinator will also provide administrative support for appeals, donor mailings, phone inquiries, and in-kind gift value-tracking.

The Coordinator will also:

• Develop a comprehensive written volunteer/in-kind plan with strategies for new and existing donors/volunteers.
• Ensure appropriate stewardship of in-kind donations/volunteers via acknowledgment letters, phone calls, gift policies, adherence to a donor bill of rights, and sharing accurate information of how gifts are being used to benefit children and families.
• Cultivate donor relationships to support the program by engaging them in volunteering, in-kind donations, supply drives, and communicating via, email or phone.
• Create and coordinate opportunities for volunteers to work within the HS/EHS program by creating connections and memorandums of understanding through community outreach with local, regional, and national resources/agencies.
• Monitor all receipts of in-kind services for the program including childcare partners, classrooms, outside vendors, etc. to secure the necessary backup documentation for in-kind received. Monitor all in-kind submissions of HS/EHS and childcare partners, centers, and classrooms to mitigate monthly delinquency.
• Follow-up on all non-submissions and incomplete documentation. Oversee the submission and entry of in-kind donations into the ChildPlus database. Insure in-kind submitted follows all federal regulations and that in-kind is reasonable, allowable, and allocable.
• Produce monthly in-kind reports and monitor the progression toward reaching Head Start/Early Head Start's required amounts for each grant. Maintain accurate and orderly filing, tracking, and documentation systems. Maintain documentation/records on all Non-Federal Share in-kind by fiscal year i.e. volunteers, supplies, space, and EHS for annual audit purposes. Provide ongoing training for staff and parents on in-kind for HS/EHS programs. Maintain confidentiality at all times.
