Weatherization Multi-Family Project Manager

The Urban League of Metropolitan St. Louis, the leading champion of empowerment and opportunity for African Americans and others throughout the region in securing economic self-reliance, social equality, and civil rights, is seeking a highly motivated individual with a passion for helping others to join our team as a Weatherization Multi-Family Project Manager.

Major responsibilities include:

  • Directs the overall operations of various projects to deliver energy efficiency services to targeted households, planning with landlords, building managers, and tenants.
  • Prioritizes and manages work plans and assignments. Works directly with partners and subcontractors in the field as needed to ensure quality and efficient completion of projects.
  • Provides fiscal oversight of business operations, budgets, and financial reporting. Analyzes monthly progress reports and adjusts plans as required to meet deadlines of all contracts.
  • Prepares budget in consultation with Urban League's finance leadership to allocate funds, control costs and maintain operations at a level consistent with agency operations.
  • Oversees the Agency's interface with subcontractors for selected projects including, but not limited to, the repair and/or installation of cooling and heating systems. Coordinates with Field and/or Energy Auditors to provide estimates for labor, material, construction, and equipment costs.
  • Provides technical assistance in the field by explanation and performance of weatherization techniques and problem solving.
  • Ensures compliance with OSHA, DOE, HUD directives and all local building codes / rules. Develops safety policies and performs activities to promote the maintenance of safe and healthy working conditions for all. Serves as a role model in promoting safety awareness and promptly addressing safety concerns.
  • Maintains good relationships with federal, state, and local government agencies, WAP agencies and other community-based groups and communities.
  • Identify, develop, and maintain good working relationships with State of Missouri Department of Energy, Department of Natural Resources, and Housing and Community Resources.
  • Perform related work as assigned within the scope of responsibility and skills required for the job.
  • Organize and manage internal program operations including monitoring of weatherization job cycle, sub- contractor management, etc.
  • Review strategy and objectives for ongoing program development to develop systems to improve program operations, coordination, and collaboration.

The ideal candidate will have:

  • Bachelor's degree in construction management, Non-Profit Management, or a related field and/or an equivalent in related experience in a human service-related management position. Master's Degree preferred.
  • 2 years of experience working with construction crews, sub-contractors and/or energy conservation. Extensive knowledge of GAAP, COSO Internal Control Framework, and federal and state financial standards and regulations.
  • Knowledge and experience with Missouri Weatherization Assistance Program, MO Clean Energy and/or Spire/Ameren Partners program.
  • Knowledge with NEAT, Real Home Analyzer energy audit tools and MOWAP (weatherization program management).
  • Knowledge in auditing multifamily homes with 4 or more stories and 25 or more units.
  • Understanding of auditor certification through the State of Missouri weatherization program.
  • Understanding of QC inspection certification and demonstrated knowledge of final inspections.
  • Demonstrated experience managing state contracts relating to weatherization work
